The position duties and responsibilities listed below describe the general nature and scope of work. Other
responsibilities, duties and skills may be required and assigned, as needed.
? Prepares, reviews, and updates RFPs, RFQs, and IFB templates with appropriate terminology as
advised by the Legal Department; prepares specifications, solicitations, and requests for
qualifications/proposals. Confers with requisitioning personnel to determine exact requirements and
has advanced negotiation, writing, analytical and planning skills.
? Coordinates procurement-related meetings, including but not limited to, pre-submission conferences
and proposal debriefings.
? Obtains and reviews competitive bids, quotes, and proposals from vendors and contractors;
researches and evaluates suppliers/contractors based on price, quality, selection, service, support,
availability, reliability, production, and distribution capabilities; negotiates with chosen
vendor/contractors.
? Draws up and reviews formal contracts; evaluates and monitors contractor performance to comply
with contractual obligations; assists in clarifying contract requirements and resolving any conflicts.
? Assists legal counsel in the resolution of contracting problems, claims, and litigation as appropriate.
? Assists all departments in establishing proactive contract compliance practices, procedures,
documentation, etc.
? Establishes and maintains a system of internal controls that ensures the operational integrity within
the procurement area.
? Provides training to HABC staff on procurement policies and procedures; provides technical
assistance to departments and staff on specific procurement issues and solicitations as needed.
? Prepares reports to assess procurement activities; tracks performance to compare to HABC's goals
and objectives.
? Compiles, reviews, and inputs HABC MBE vendor utilization information from various sources,
including the Master Contract File, and vendor Maintenance File, and inputs this source data in the
HUD 2516 Report.
? Works closely with HABC's Fair Housing Office to ensure that the HUD 2516 and the HUD 60002 for
Section 3 Utilization Reports are submitted to HUD in a timely manner.
? Locates new sources of supply and/or services providers to maximize competition.
